Confined Space Entry Management & Permit Control

Confined space work stays safe when entry is controlled properly — not just at the start of the job, but throughout the shift. We provide confined space entry management and permit-to-work support, acting as the entry controller/top person function where required and keeping the system disciplined: clear roles, controlled entry/exit, stable conditions, and accurate records. The result is a calmer workfront, fewer stoppages, and documentation that stands up to audit.

Confined Space Entry Management & Permit Control

Permit-led entry control that keeps work disciplined and accountable.

Good confined space work is won or lost at the entry point. We coordinate the entry process from start to finish — checking isolations, confirming the space status, setting monitoring routines, and controlling communications and standby arrangements. Records are kept clear and current as teams rotate and conditions change, which is especially valuable during shutdowns with multiple permits and SIMOPS running side by side.

Most confined space incidents aren’t caused by a lack of paperwork — they’re caused by loss of control: unclear responsibilities, changes in conditions, poor shift handover, or “scope creep” that quietly introduces new hazards. Our job is to hold the system together. We support the entry supervisor/permit office by managing the practical control points: entry logs, communications, monitoring discipline, ventilation checks, and clear stop-work thresholds if conditions move outside agreed limits.
Where your plan requires an entry controller/top person, we provide that function in line with how confined space roles are structured in City & Guilds confined space qualifications (entrants and entry controllers/top persons supporting entry and managing arrangements). We integrate with your PTW process and site rules, coordinate with rescue standby arrangements, and keep the job running cleanly while maintaining the authority to pause entry when controls aren’t right.
HSE guidance is clear on the fundamentals: avoid entry where possible, and when entry is unavoidable, use a safe system of work and ensure adequate emergency arrangements are in place before work starts.

Typical tasks

  • Entry controller/top person duties: entry control, logs, comms and oversight
  • Permit interface support: pre-entry checks, briefings, synchronisation with other permits/SIMOPS
  • Isolation verification support (status confirmation and interface checks in line with site rules)
  • Atmospheric monitoring discipline: pre-entry readings, ongoing checks and record keeping
  • Ventilation set-up verification and effectiveness checks at working level
  • Shift handover control: status, outstanding hazards, changes and continuation conditions
  • Interface with rescue cover and emergency arrangements (readiness maintained, not assumed)

Assets & locations

  • Tanks, vessels and enclosed plant
  • Wet wells, sumps, pits and chambers
  • Large pipelines, culverts and access tunnels (where man-entry is required)
  • Service shafts, risers and restricted plant rooms
  • Shutdown/turnaround environments with multiple workfronts
  • Industrial and marine confined spaces under permit control

Planning, permits & safety

Entry management is delivered as part of the confined space safe system of work, aligned to your permit-to-work process and site controls. The permit supports the system by recording checks and authorisations, but it does not, by itself, make the task safe — control comes from disciplined roles, stable conditions and effective supervision. We plan around credible emergency arrangements, defined communications, and clear stop-work criteria. Where multiple contractors or live operations interface with the entry, we coordinate SIMOPS and exclusion zones so the entry remains controlled and the surface environment stays stable throughout the shift.

Arrange confined space entry management support

If you’re running confined space works during a shutdown, turnaround, or multi-entry programme, we can support with competent entry control integrated with your permit system. Provide the space type, previous contents (where known), planned task, expected duration, and your monitoring/ventilation requirements — and we’ll align the entry routine, documentation and interfaces so control stays consistent all day.
